***Architectural Review Committee At Work*** BAHA has been notified by concerned Members regarding the ongoing development of a property involving a lengthy and complicated history of grading-related issues, allegations of unpermitted grading activities, multiple orders to comply by the City of Los Angeles, permit expirations, and clarity on what is proposed to be built on the site. The site has also experienced multiple mudslides that have impacted some of the residents on Roscomare Road.
Although the subject property is not in BAHA’s jurisdiction, the pending issues may have a significant effect on the properties below the site, which are in BAHA’s area. BAHA through, its Architectural Review Committee, is working with the Bel Air Association and the Bel Air – Beverly Crest Neighborhood Council to address these issues with the City Council District, and the Los Angeles Department of Building and Safety.
***Architectural Review Committee Requirements*** While we are mentioning our Architectural Review Committee (ARC) it’s a good idea to remind our members and residents that if you are planning an addition, remodel or new construction to your house or property, the Covenants, Conditions and Restrictions (CC&R’s) for your Tract require you to submit your building plans to the ARC before beginning construction. You might also want to submit your plans to the ARC prior to submitting them to Building and Safety since setbacks, for example, in the CC&R’s can be more restrictive than in the building codes.

***Construction Hours in Bel Air Hills*** From time to time, BAHA receives complaints about construction noise on weekends and early mornings. Los Angeles Municipal Code (LAMC) Section: 13.20 provides that Construction activity shall be limited to Monday through Friday, between the hours of 8:00 a.m. to 6:00 p.m. Exterior construction work at any other time is strictly prohibited. However, interior construction work may be conducted on Saturdays between the hours of 8:00 a.m. to 6:00 p.m. Excess exterior illumination of the site through the use of floodlights and/or similar lighting devices is strictly prohibited after 6:00 p.m. on any day of the week.

***Fire Season*** The Fire Department likes to remind us that fire season is starting to become year round. Because we are coming into the hot, dry summer months, this is a good time to remind everyone about fire safety. The beautiful area in which we live is designated as a Very High Fire Hazard Severity Zone. Periodic abatement of overgrown brush and weeds is important. Yes, LAFD does brush clearance compliance checks in May, but compliance is a year-round requirement that helps to improve the chance of you and your neighbors and your homes surviving a fire should one occur.
Also, please be careful to observe the “No Smoking” signs at both entrances to Roscomare Road. Remind visitors and construction crews coming into the area to observe and cooperate with that mandate as well. There are fines of up to $1,000 for violations.
