Fall Festival, October 18th

BAHA’s Fall Festival is this month on Sunday, October 18, from 3:00 pm until 5:00 pm.  This is a neighborhood activity where all residents of Bel Air Hills are invited, regardless of BAHA membership. Young or young-at-heart, are welcome to attend in costume. As in prior years, the event will be held at Roscomare Circle Park (south end of Roscomare Road). Attendees can expect activities for the kids and delicious refreshments for all.  The Fall Festival will be a great opportunity to meet and greet new and established neighbors and bring our community together. We hope to see everyone on Sunday, October 18. So, please mark your calendars and plan to attend.

Construction Best Practices

Many of our homeowners in Bel Air Hills will be doing, and are doing right now, some construction work on their houses, from minor and major remodels, to building a completely new house. If you are in the process of a construction project, please keep in mind that the HCR (Hillside Construction Regulations) restricts the hours of exterior construction in our area from 8am to 6pm, Monday through Friday, only. No exterior work on Saturday and Sunday.

Also, due to the minimum width of our streets, like Roscomare, Linda Flora and Stradella, when cars and trucks are parked on both sides of the street, the roadway becomes almost a one lane road. Therefore, with the two schools in our immediate area, please ask your contractors to schedule deliveries after 9am and before 2pm, to avoid the traffic congestion with the schools during their drop off and pick up times.

Also ask your contractors to invest in two “stop/slow” hand signs and two walkie talkies.  This will help coordinate traffic when you have a large delivery. Two workers can then manage basic traffic coordination, allowing 3 to 4 cars at a time to go in one direction.  Most motorists don’t mind waiting a minute or two if the traffic is being managed fairly.

And please note, the CC&R’s for our area do require you to submit your construction plans to the BAHA Architectural Review Committee (ARC) prior to the start of construction. For more information on ARC please visit our website: Bel Air Hills Association.

Zone 0 Update

September Newsbites related that final regulations had been adopted for Zone 0 (the 5 foot zone from the outside of your home) and that nothing needed to be done yet.  Also, final regulations would be modified by the local authorities who would be responsible for implementation--primarily Los Angeles City Council and LAFD. Since then, the California Board of Forestry has withdrawn the Regulations from the California Office of Administrative Law. This does not mean that  Zone 0 is over. It just means that there will be some changes, whether technical or substantive, or both, after which the Regulations will be resubmitted for approval. In conclusion, you are still not required to take any action. On the other hand, removing combustible material from the first 5 feet from your home is always a good idea..

Roscomare Road Elementary School Event

Roscomare Road Elementary School (RRES) will hold it's annual "KidChilla" Fall event on Saturday, October 17, from 2:00-7:00 pm. This event is only for current RRES students and their families, and pre-registration is required to attend. There will be increased parking and traffic on that day, and on-campus presence the evening before and morning after for set up and clean up. During the event, a traffic officer is expected to be on site. The school community has been reminded not to park in red zones and not to block neighbors’ driveways.

Brush Clearance:  It’s a Year-Round Job

BAHA’s Emergency Preparedness and Response Committee would like to bring the following subject matter to the attention of the Bel Air Hills community. Please note that the LAFD requires every property owner in a Very High Fire Hazard Severity Zone (which applies to Bel Air Hills) to clear brush and dry vegetation each year. That means keeping a defensible space of up to 200 feet around structures and 10 feet along roads and driveways. Annual inspections start in the spring, but fire season doesn't wait for those inspections. Weeds grow back and leaves and dead branches pile up, so check your property and keep it cleared all year. A cleared yard protects your home, your neighbors and our firefighters. For full requirements, visit BRUSH | Los Angeles Fire Department.

Fire Station 109

Fire Station 109 is the main fire station & first responder serving our Bel Air Hills neighborhood. BAHA is grateful for the service and support these firemen have unfailingly shown to our area. Now, these firemen at 109 are planning a Pancake Breakfast on Sunday, November 8, from 9:00 am to 12:00 pm.

It’s a fundraiser for critical hardscaping & landscaping improvements--specifically, building a circular driveway on the station grounds. Currently, fire trucks have to stop traffic to back into the station from busy Mulholland Drive. A dedicated circular driveway will allow emergency vehicles to enter and exit the property safely and quickly when responding to calls. The organizing committee is asking for money donations as well as items for the silent auction. If you are interested in helping, please contact Laure Stevens, Event Organizer, LaureStevens@aol.com, 109PancakeBreakfast@gmail.com.
